TACLOBAN CITY – Baybay City in Leyte was declared to be in a Stable Internal Peace and Security Condition (SIPSC) on Friday (February 7).
The SIPSC declaration was marked by the signing of a Memorandum of Understanding (MOU) and a Pledge of Commitment, along with the release of white doves symbolizing peace and new beginnings.
Mayor Jose Carlos Cari, Chairman of the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC) of Baybay City, expressed gratitude to all stakeholders who helped achieve the state of SIPSC. He emphasized that said milestone paves the way for further progress in the city, enhancing the quality of life for its constituents.
Brigadier General Noel Vestuir, Commander of the 802nd Infantry (Peerless) Brigade, commended the city government and other stakeholders for their support and commitment to upholding a safe and peaceful environment. He cited the cooperation and efforts of the city government and other stakeholders in achieving SIPSC.
“The declaration of Baybay City as a stable internal peace and security condition city signifies our hard-earned victory of winning the peace in which some of us offered the ultimate sacrifice to achieve,” said the good Commander.
