TACLOBAN CITY – The Department of Human Settlements and Urban Development (DHSUD) 8 is warning the public against scams involving the Pambansang Pabahay Para sa Pilipino Program (4PH), which is the national housing program in the country launched in September 2022 with the goal of having zero informal settlers by 2028.

DHSUD made it clear that their office does not ask for any advance payment, reservation fees, pre-listing fees, enrollment fees, or other fees for an individual to be a beneficiary under the said program; and that the beneficiaries of the housing program will only pay the first monthly installment to the Pagtutulungan sa Kinabukasan, Ikaw, Bangko, and Industriya at Gobyerno (PAG-IBIG) office when they move into their new house.

DHSUD also reminds the public to visit its official website and Facebook page and only transact with the officials of that office and their local government unit, further urging the public to report any illegal activities to 4ph.pmo@dhsud.gov.ph.

To recall, President Ferdinand R. Marcos, Jr. issued Executive Order (EO) No. 34 on July 17, 2023, declaring the Pambansang Pabahay Para sa Pilipino Program (4PH) as a flagship program of the government and instructing all government agencies to come up with an inventory of appropriate lands for the program; and that in order to ensure the successful execution of the 4PH initiative, the President has directed all national government agencies (NGAs), local government units (LGUs), and other government organizations to support and collaborate with DHSUD.

The said EO, furthermore, assigned DHSUD the responsibility of identifying national and local government lands suitable for housing and human settlements, working with relevant NGAs and LGUs to coordinate these efforts, and carrying out the necessary development activities.

With regard to public lands, the DHSUD is mandated to recommend to the President, through the Department of Environment and Natural Resources (DENR), the issuance of proclamations declaring public lands as alienable and disposable for the purpose of housing and human settlement.
