PROJECT 3GX COMES TO ORMOC. John Redington, Associate General Counsel of the Texas Association of Counties (TAC), paid a visit to Ormoc City for the GOOD-byerno: Good Governance Exchange (Project 3GX), which event took place at the Multipurpose Hall of the new Ormoc City Hall on August 7-8, 2025. The project is a joint initiative of the Department of the Interior and Local Government (DILG), through the Bureau of Local Government Supervision (BLGS), and the TAC through the Young Southeast Asian Leaders Initiative (YSEALI) Professional Fellows Program.
Project 3GX is aimed at promoting the exchange of best governance practices between Philippine local government units and their international counterparts, such as transforming the Seal of Good Local Governance (SGLG) into an outcome-based assessment system for LGUs by boosting a more comprehensive, performance-based evaluation framework. It acts as a tactical framework to support a more comprehensive, evidence-based, and goal-oriented method of evaluating and improving LGU performance.
During his visit in this city, Redington shared award-winning governance practices, innovative environmental initiatives, and opportunities for international collaboration with the TAC. The activity was also joined by Sangguniang Panlungsod Member (SPM) Caren Torres Rama, SPM Edmund Kierulf, SPM Burt Pades, SPM Gerry Penserga, SPM Tommy Serafica, and SPM Kia Mercadal. Also present was the City Local Government Operations Officer (CLGOO) of DILG-Ormoc, Atty. Rafunzel Bero, DILG Bureau of Local Government Supervision-Recognition and Awards Division (BLGS-RAD) OIC Division Chief Charles Anthony Vega, and DILG BLGS-RAD Local Government Operations Officer Czarina Sikat.
