ORMOC CITY MAYOR LUCY TORRES GOMEZ, on behalf of the City Government of Ormoc, signed the Loan Agreement with the Development Bank of the Philippines (DBP) on September 25, 2025 at Origami 2, Barangay Luna, Ormoc City. The agreement covers the release of the loan proceeds for the acquisition of lots intended for the construction of the 4PH (Pambansang Pabahay Para sa Pilipino) Housing Project in Barangay Camp Downes.

DBP representatives included DBP Tacloban Lending Center Head Atty. Janet L. Dacillo, DBP Account Officer Janine Maita D. Jumagdao, DBP Ormoc Branch Manager Gerlena Ann L. Gernale-Durano, and DBP Account Officer Assistant Gwyneth G. Baylon. The ceremonial signing was witnessed by the members of the 17th Sangguniang Panlungsod of Ormoc, along with the department heads and personnel of the City Government of Ormoc.
