ORMOC CITY – Ordinance No. 198, Series of 2025, increasing the monthly incentives of Barangay Tanods from PHP 1,000.00 to PHP 1,500.00, has been approved by the 17th Sangguniang Panlungsod (SP) of Ormoc during its “Session on Wheels” in Barangay San Juan on September 9, 2025.
The said ordinance was authored by SP Member Burt J. Pades and co-authored by SP Member Esteban V. Laurente.
The ordinance states that the Ormoc City Local Government recognizes the vital role, dedication, and perseverance of the Barangay Tanods, who function as force multipliers of uniformed personnel and frontline workers in ensuring peace and order, providing traffic assistance, supporting the campaign against illegal drugs, and assisting barangay officials in crime prevention, public safety, and community-based disaster response, often risking their lives in the performance of their duties. Accordingly, there is an urgent need to raise the Barangay Tanods’ monthly incentives to a more reasonable amount that would better recognize their invaluable contribution to peace and order and encourage them to continue performing their duties with dedication and commitment.
The ordinance emphasized that the current incentive of PHP 1,000.00 per month is no longer commensurate with the sacrifices, risks, and responsibilities inherent in their service, especially considering that they frequently put their lives in danger while performing their duties.
The increase will be implemented on December 1, 2025, and will be applicable to all officially appointed barangay tanods in Ormoc City, with a maximum of 20 members per barangay, conditioned on the barangay’s financial resources. However, additional funding will be charged against the city government’s budget under the Office of the City Mayor.
The Department of the Interior and Local Government (DILG), through Memorandum Circular No. 2003-42, has accordingly authorized local government units to grant incentives to barangay tanods subject to the availability of funds and in accordance with existing accounting and auditing rules and regulations.
Meanwhile, the Liga ng mga Barangay, through Resolution No. 005, Series of 2024, and the City Peace and Order Council (CPOC), through Resolution No. 2025-003, both endorsed and expressed support for the increase of the monthly incentives of Barangay Tanods.
