ORMOC CITY – This city’s 17th Sangguniang Panlungsod (SP), led by Vice Mayor Leo Carmelo Locsin, Jr., approved three (3) resolutions pertaining to strategic land deals and housing permits to foster city development during their third regular session, which took place at the SP Session Hall, Ormoc City Hall, on July 15, 2025.
The said resolutions will grant authority to the City Mayor Lucy Marie Torres-Gomez to move on with purchasing land and obtaining development permits for social, economic, and housing initiatives/projects. The resolutions include the “Housing for All: 4PH Housing in Barangay Camp Downes” or Resolution No. 2025-013; “Economic Development in Barangay Sumangga” or Resolution No. 2025-014; and “Economic and Socialized Housing in Barangay Cogon Combado” or Resolution No. 2025-015.
Accordingly, Resolution No. 2025-013 sets to acquire land for the construction of the “Pambansang Pabahay Para Sa Pilipino (4PH) Housing” located in Barangay Camp Downes. The initiative, which received an endorsement on July 4, 2025, demonstrates the city’s dedication to delivering essential services and infrastructure, including roads, bridges, waterworks, drainage, and flood control.
Similar to the housing project, Resolution No. 2025-014 gave the mayor the authority to sign contracts for the purchase of land for the “development of Government Site” in Barangay Sumangga.
Finally, a development permit for the “Economic and Socialized Housing (BP 220) of Col. Segundo Vergara Legacy Gawad Pamilya GK Village” in Barangay Cogon Combado was granted by Resolution No. 2025-015, which was created to support the local government of Ormoc’s housing efforts. The permit was endorsed on June 18, 2025, in response to a request by the mayor. The project’s compliance with principal and secondary roads and drainage was confirmed by a certification granted by the City Engineering Office (CEO) on May 19, 2025.
Moreover, it was certified on May 5, 2025 that the Ormoc Waterworks System Administration (ORWASA) affirmed its capacity to provide water in the area and that the village is viable for electric distribution by the Leyte V Electric Cooperative, Incorporated (LEYECO V).
Then, after reviewing the project and making sure all applicable regulations were followed, the City Planning and Development Office (CPDO) suggested that it be approved. (By Gwen Maurillo / EV Mail JULY 14-20, 2025 issue)
